Health, Dental, Vision, Life, Retirement, Pool and Recreation Center facility usage


This position leads the multiple operations and staff of the Aquatic Center and one other ancillary site. There is extensive public contact requiring the exercise of judgment, decisiveness, and initiative, and discretion based on knowledge of administrative policies and procedures of the City of Conroe Parks & Recreation Department. Work involves an ability to keep records; express ideas clearly, work independently of direct supervision, and establish and maintain effective working relationships with other employees and collaborative partners. Coordinate and facilitate the activities with collaborative partners.


Responsibilities include the ability to prepare and manage a fiscal budget; determine community needs and develop corresponding programs; lead activities, operations, and personnel of multiple facilities and programs.

1. Establish overall center facility vision, goals, objectives, work direction of staff, and their various areas of responsibility.

2. Oversees all aspects of aspects of programs, events, and maintenance.

3. Perform recruiting, hiring, disciplinary functions, employee development, and facility leadership.

4. Explore new opportunities for funding, prepare funding proposals, prepare informational memoranda, conduct staff meetings; material preparation for council meetings and presentations.

5. Authorize fiscal requisitions and expenditures for materials, equipment, and services.

6. Develop and maintain statistical data and monthly, quarterly, and annual reports for departmental use, council meetings, and funding providers.

7. Review and update aquatic center standards, policies, procedures, and emergency action plans; prepared to perform/perform as a "first responder" in the case of an emergency.

8. Act as liaison with community, school district, private and public organizations, and other city departments.

9. Attend local, regional, state, and national conferences- American Red Cross, Texas Public Pool Council, Texas Recreation and Park Society, Association of Aquatic Professionals, and the World Water Park Association. Participate in and provide leadership to local service organizations, regional, state, and national organizations mentioned above.


  1. Able to develop new and innovative community programming and be a creative problem solver.
  2. Must be capable of training and assigning personnel for job tasks and able to give instructions of necessary work procedures.
  3. Able to motivate a team of staff, complete multiple tasks, detail oriented, and work well under pressure.
  4. Knowledge of mechanical operations and chemical use in a variety of aquatic environments.
  5. Able to act as a first responder in emergency situations.
  6. Able to teach/train/lead while in the water.



  1. Bachelor's Degree in Parks & Recreation, Business, or related field and five (5) years of progressively responsible supervisory experience in the aquatic field
  1. Certification as Aquatic Facilities Operator (AFO)
  2. Must be able to lift 50 pounds.
  3. Current in American Red Cross certifications- Water Safety Instructor Trainer (WSIT), Water Safety Instructor (WSI), Lifeguarding Instructor Trainer (LGIT), Lifeguard Instructor (LGI), CPR for the Professional Rescuer (CPRFPR), First Aid Instructor, First Aid, Automated External Deregulator (AED) and Oxygen (O2) Administration
  4. Knowledge of principles and methods of organization and leadership of community recreation and education program planning, promotion, implementation, operation, and evaluation
  1. Experience in sponsorship solicitation and collaborative funding sources


  1. Certification as Certified Pool Operator (CPO), or able to obtain within 6 months of hire
  1. Certified Parks and Recreation Professional (CPRP), or able to obtain within one year of hire
