Responsible for the timely issuance of all Permits related to Community Development.  Establishes and directs the workflow of the Permit Process from application and plan receipt, through the review process, to the issuance of the permit. Receives Building Plans and Permit Applications and enters data into Permitting Software. Maintains Project and Department files. Handles public information requests, complaints and questions. Creates and maintains statistical reports.   Supervises the Permit Technicians and assigns their tasks.  Ensures cross training of all Techs.  Ensures written SOPs are in place and followed.  Assists architects, engineers, contractors and homeowners by providing routine and technical information related to the issuance of permits; provides "technical" information regarding routine building code requirements and ordinances.  This is a full-time, permanent position in the Community Development Department's Building Division.  


Manages the Permit Division; supervises the Permit Technicians and the workflow; ensures permits are issued correctly and timely; provides outstanding customer service; primary contact for all building plan submittals received in Community Development;  accepts and reviews for required documentation, construction plans for submittal; and permit applications; ensures data entry accuracy for all techs; enters into the department software and distributes to appropriate department personnel for plan review; verifies workers' compensation insurance and/or other insurance, valid contractor's license, and valid business license information, has been filed with the City; prepares and catalogs files for scanning and/or record management system processing; prepares routine reports, provides information at the counter, by telephone and through correspondence in response to relatively routine questions regarding building ordinances and codes, building permit application process and procedures; assists the public in completing applications and other necessary forms; calculates fees for plan check, building, plumbing, mechanical, electrical, and other types of building or City permits; issues permits after department approval or after following required department procedures; reviews, and issues minor trade permits  over the counter; administers a field inspection scheduling system; directs the public to various City departments for information necessary to apply for permits; helps maintain a variety of building and planning-related records; utilizes information systems as required in the processing, filing and managing records associated with applications, permits, and other systems as required; calculate and collect permit fees; process refund requests; log and process complaints; manages requests for public information.

  1. Maintain project and department files. Maintain departmental standard specifications. And other general office duties.
  2. Be on time and at work.  Relieve others when necessary. 
  3. Handle public inquiries and complaints in person and on phone. Maintain professionalism  and calm, even in stressful situations. 
  4. Issue various permits/water and sewer taps. Provide public with information. 


  1. Excellent customer service skills are a must.
  2. Ability to manage staff and the workflow in an effective and efficient manner. 
  3. Knowledge of modern office practices and procedures; familiarity building plans, codes, ordinances and related terminology; architectural drawing convention and what comprises a complete set of building plans; processes and procedures associated with construction permits; record's management practices.
  4. Ability to: learn, apply and update departmental policies and procedures affecting the acceptance and review of permit applications and commonly used building codes and ordinances; follow verbal and written instructions; communicate effectively in both verbal and written form; establish effective working relationships with customers, department and City staff; keep accurate records.
  5. Ability to learn, retain, interpret and communicate technical and complex information, terminology, policies and procedures; work effectively with a wide variety of people; maintain composure under difficult circumstance.
  6. Ability to multi-task with focus retention.
  7. Working knowledge of Microsoft Office.

Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be considered acceptable.

Education: High school diploma or equivalent is required. An associate degree or completion of technical courses in building codes or inspection principles or techniques is desirable. ICBO Permit Technician experience is highly desirable and must be obtained within one year for employment.

Experience: Experience working in a building or planning department, with six (6) months to one (1) year of experience in computerized building permit applications processing. Familiarity with computerized applications for building inspection is highly desirable. Ability to type 40 to 45 words per minute.


Licenses: Possession of a valid Class C Texas Driver's License.

Certificates: ICBO Permit Technician Certification is required within the first full year of employment with the City in this position.
